Introduction
International Partnerships for Science and Technology (IPSAT) is directed at promoting international research collaborations, technology transfer, and at obtaining expertise towards developing a globally-engaged research and scientific community in Sri Lanka. IPSAT will develop institutional capacities for meeting goals of the ST & I strategy .

Objectives
This programme will facilitate Sri Lankan scientists, engineers, science and technology policy makers and research personnel, to undertake collaborative R&D/S&T service assignments with foreign based scientists for stipulated periods in Sri Lanka.

Programme Coverage

• • foster scientific research and exchanges between Lankan scientists and their collaborators abroad;
  • enable Lankan research-based institutions to establish collaborative relationships in research with well established and recognized foreign institutions;
  • promote, and sustain, a globally-engaged scientific research community in the country
  • facilitate knowledge / technology transfer and science communication 
  • facilitate the NSF’s “Brain gain programme” 

Expected outcomes
The main outcomes of the programme will be to foster a globally-engaged research community which will be a major partner in the national development process and to make available international experts for scientific activities, in Sri Lanka, in fields where local resources are scarce.

Types of awards
The programme will assist public sector institutions, universities, research institutions and industry by providing support for:
 

• • NSF IPSAT Resource person - contributing at conferences/workshops as lecturers or speakers - 2 weeks
  • NSF IPSAT Consultant - short-term - feasibility studies, advice on research or technology transfer projects. Projects - 2 weeks to up to 3 months;
  • NSF IPSAT Fellow - longer-term - collaborative research, technology transfer programmes, strengthening research capabilities of universities, research institutions or industrial facilities – from a minimum of 3 months to a maximum which shall not exceed a cumulative period of 12 months.

Who should apply;
The programme is open to individuals or teams who have been actively engaged in scientific R&D and S&T activities or are recognized experts in their chosen fields for a minimum of five (5) years. The primary applicant for the IPSAT must be a citizen of, and residing in, Sri Lanka, registered with the STMIS database of the NSF

and

Actively engaged in scientific research or technology transfer or S&T related programmes in a Sri Lankan institution for a minimum of five years after obtaining a postgraduate research degree.

* The task of identifying an international collaborator and preparing a joint proposal is the responsibility of the primary applicant. International collaborators may not directly contact NSF for funding under any component of IPSAT.
